Dissociation is not the same as burning, is just makes a plasma. Has been done already.
Assuming wih "burning" you mean "oxydation with oxygen", there isn't much to burn, except for making peroxyde, which is also not very exciting.

I just found a solution for Ivan's worries: cool the LHC with polywater! It has all the properties needed to prevent such a distaster.
