Its not easy to interpret the always repeated last 2 sentences of beast. that isnot really a problem for his theory cause he alwaystalks about possibilities, so even if there is the chance that it might happen slightly above 100GeV it becomes more likely for higher energies or more frequent collissions above 100GeV in his opinion.

maybe the cryostatus of some parts will change back and forth, but the PO2 usually stays once it is reached for one sector.

Today all Sectors and subsectors show the Cryostatus "green" and all sectors but 2 are alreay in powerupphase2.
